Minutes of the Annual Parish Meeting of Poynings Parish Council held in the Village Hall on Tuesday 15th May 2007 at 7.30pm

No apologies were received

 

Seventeen members of the public attended.

 

Mark Lee welcomed all to the annual Parish Meeting and introduced the new Parish Council.  He gave thanks to Les for all his hard work over the past 10 years on the Parish Council.

 

All Councillors signed the Declaration of Acceptance of Office forms.

 

The Code of Conduct had been circulated and the contents were noted.

 

The Clerk asked for nominations for Chair.  SM proposed that ML continue as Chair.  MJ seconded this.

Nominations were asked for Vice Chair.  MJ proposed SM and CW seconded this.

 

1. Minutes

The Minutes of the last APM had been circulated and were duly signed by the Chairman.

 

2. Chairman’s Report

ML gave a report on activity in the village for the past year including:

 

Roundabout!

Sheila and the gardening group took over maintenance of the roundabout in the Spring of 2006.  They have planted bulbs and removed many slugs –

 

Village Sign

Following interest raised in the Parish Plan questionnaire it was agreed that the Parish Council should fund a village sign.  Tenders and designs were sought from 2 local craftsmen and MJ was given the job.  Sign installed this week.  Partly funded by a grant from WSCC – thanks to Peter Griffiths (County Councillor) for his support of our grant application.

 

 

 

Speed limits

A survey of traffic volume and speed was undertaken by WSCC this year and we have received notification that we should be offered a 30mph limit

 

MSDC Garden party

The Parish Council decided to nominate Rene Reynolds and Norman Barber to attend the MSDC Garden Party.  Sadly Norman was unable to attend, but Rene had a very enjoyable afternoon at Danny House.

 

Fireworks

A fantastic display made up for the soggy one last year – sadly a shortfall in donations, but Royal Oak very kindly offered to pay half of the shortfall.

 

Chairman of MSDC

We were lucky to have a visit from Councillor Edward King to our meeting in November.   He was doing the tour of all villages in Mid Sussex.

 

Cemetery

Simon is continuing to undertake work in the cemetery, churchyard and around the village.  He is certainly making a difference to all and we are grateful to him for all his hard work.

 

Planning Applications

We had 10 planning application this year and our views have generally been listened to by MSDC.

 

3. Financial Report

The Clerk had produced and circulated the end of year accounts.  Keith Fowers had audited these. Many thanks to Keith for that job.  MJ proposed that the accounts be signed and SM seconded that.

Total Expenditure for Year ending 31.3.07                    £3793.67

 

Total monies held by Poynings Parish Council at 31.3.07 £14,349.40

 

4. Any Other Business

Charlie Cain gave us an update of National Trust activity on the Downs and in the locality.

 

Old Folks Christmas Party. 

Ella Johnson asked whether the time of the Old Folks Christmas Party could be brought forward as the Older old folks find the evening a bit late.  Tara Stenning would look into this.
