Parish Council held in the Village Hall on Tuesday 3rd July 2007

1. Minutes
The minutes of the previous meeting,
as circulated, were approved and signed by the Chairman.
2. Matters Arising
(a) Speed Limit
The Clerk wrote to
WSCC highways with our concerns over no more street furniture – they said that there is guidance as to the signage required for a 30 mph
limit. They will try to use existing posts where possible.
30mph painted in the
road – they can only be painted in association with upright sign and not in isolation
30mph through to
Fulking – not possible under current speed limit criteria. Mostly because not enough frontage and
not built up enough, also lessen impact on 30mph limit in village!
20mph through the
Street – Poynings considered as a whole village and the 30mph limit reflects this! 20mph would require more signage and felt it would not
impact enough.
Peter Griffiths added
that he felt sure that the speed limit will be extended at some time in the future.
(b)
Village Sign
The sign was
officially unveiled by Peter Griffiths and Margaret Cutress. Congratulations to Malcolm for
organising the event together with champagne and a photographer from Mid Sussex Times.
(c)
Highway Rangers
They have weeded
Cora’s Corner and cleared Cora’s’ Walk as requested. The Clerk is to chase them about clearing
the road between Downmere and Cora’s Corner.
3. Planning
(a)
2 School cottages – 2 bay garage – refused by
MSDC
(b)
Follymead – demolition of conservatory and 2 storey
extension – passed by MSDC
(c)
Dyke Farmhouse – renewal of unimplemented permission
for 3 bat garage with games room – passed by MSDC
(d)
2 Park Cottages – extension to side and rear – the
Council will object to this application.

5. Any Other Business
(a)
Garden Party
It was agreed that
the Council would nominate Peter and Jenny Bonner to attend the MSDC Garden Party this year at Danny House on 30th
September. They would be nominated for all their hard work for the church. SM will attend as the Parish Council representative.
(b)
Parish Plan
The Parish Plan had
been circulated by SM and was discussed. It was proposed that SM would check that the statistics
were correct and that the Plan would be adopted at the next PC meeting in September.
(c)
Gina Field
ML welcomed Gina
Field, newly elected district councillor to the meeting. She said that it looked likely that all
villages would be asked to accept some new build homes. A meeting with Suzanna Kemp will be
organised with people from Pyecombe, Newtimber and Fulking invited to come along. The Clerk is to
seek interest from the Downland villages and then arrange a meeting, probably in September.
GF mentioned that the
boundaries fro the proposed National Park have been re-drawn.
(d)
Peter Griffiths
Peter talked about
arranging a joint meeting with Downland villages to discuss the proposed re-structuring of the health service in Sussex. The Clerk will seek views from the Downland villages and arrange a joint meeting, probably in September
also.
The new waste site at Burgess Hill is being officially opened shortly. They have a
license to sell compost there from recycled green waste.
(e)
Letter Box at Crossroads
The Clerk is to try
and ascertain who moved the letterbox and why. It is felt that it is more dangerous by the bus
stop as villagers have to cross the road to post their letters.
6. Date of Next meeting
The next meeting of
the Parish Council will be on Tuesday 4th September 2007 at 7pm. All
welcome!
