Minutes of the meeting of Poynings Parish Council held in the Village Hall on
Tuesday 4th September 2007

Eight members of the public attended
1. Minutes
The minutes of the last meeting, as circulated, were approved and duly signed by
the Chairman.
2. Matters Arising
(a) Horticulture
Cups.
SM thanked John Murrell from Newtimber
for judging the gardens and allotments. Mr Murrell said that he had judged the gardens on use of
colour and presentation. Bob and Betty Powell were awarded the cup for ‘Best
Garden’. June Nunne was given a special mention for best use of window boxes and
tubs. It was agreed that this should be an extra category next year. Sue Brooks won the cup for best vegetables. It was agreed
that the Clerk would contact Rushfields next year to see whether they might sponsor the competition and provide prizes. SM will put a full write up in the next edition of the newsletter.
(b)
Speed Limits
The Clerk advised that she had
received confirmation from WSCC regarding the implementation of the proposed speed limit. It was
agreed to contact WSCC regarding the relevance of putting up signs at the end of Mill Lane.
3. Planning
(a)
2 Park Farm Cottages – extension to house at side and rear – MSDC have
refused this application.
4. Expenditure
The following amounts were authorised
for the period July and August 2007.
4.7.07 N Cutress – ¼ salary + expenses £239.80
Total £239.80
There were no receipts for this
period.
5. Any Other Business
(a)
Fireworks 2007
It was agreed that the annual
fireworks should follow the same format as in previous years. The Clerk is to contact Jim, Phil
and Helen, Sally and the Royal Oak to confirm details. Times as before – light fire at 6.30 and
fireworks 7.00. Date – Saturday 3rd November. Fliers to be distributed nearer the time. ML is to obtain
High-Vis jackets for money collectors. Members of the parish had offered their help for money
collection on the night. Clerk to liase with them.
(b)
Health and Planning Meetings
Following on from last Parish Council
Meeting, the Clerk has now managed to organise the health and planning meetings with the other Downland villages. MJ offered to do posters for the Health meeting and circulate them. He will also contact churchwardens to check on availability of extra chairs for the health
meeting. It was agreed that the health meeting be open to the public and the planning meeting be
for parish councillors only.
(c)
School Cottages
MJ mentioned that a tree had been
felled at School Cottages, it was questioned whether this tree was included in the plans for the proposed garage that had been subsequently
refused by MSDC. The Clerk is to look into this.
Also is the property in the Conservation Area?
(d)
Noticeboard at Village Hall
Has ML managed to obtain any new posts
for the notice board at the village hall? He is looking into it.
(e) Parish Plan
SM had circulated the updated
version. It was agreed that the Parish Council would adopt the Parish Plan, proposed by CW and
seconded by MJ. SM is to arrange publication.
(f)
Planning meetings
SM and MJ are scheduled to attend a
planning seminar later in the month hosted by CPRE. ML and NC are to attend a further meeting
about proposed changes to planning procedures at MSDC. All findings to be reported back at next
meeting.
6. Date of Next Meeting
The next meeting of Poynings Parish
Council will be held in the Village Hall on Tuesday 6th November at 7pm. All
welcome.
The meeting closed at 8.30pm.
