of the meeting of Poynings Parish Council held in the Village Hall on Tuesday 7th July 2009

1.
Minutes
The
Minutes of the previous meeting had been circulated. It was agreed
they were a correct record and were duly signed by the Chairman.
2.
Matters
Arising
(a)
Fingerpost
The
Clerk has received the monies from WSCC towards the cost of the fingerpost. She has also been given the name of a company to approach regarding the
installation, approved by WSCC. She will pursue
this.
(b)
Roundabout
This is
currently not being maintained. The Clerk made some enquiries with
WSCC. They no longer maintain any roundabouts in West Sussex as a
company has taken them over and is seeking sponsorship for them.
However, our roundabout was not on the list handed over to this company! It would be very costly to join this scheme, so it was decided to leave the
roundabout to look after itself. Public should not be on the
roundabout to maintain it as they would not be insured if there was an accident.

Mill Close Parking
Due to
the rain today Mill Close was badly flooded today. PG was going to
have a look in daylight. The main sticking point regarding the
extended parking is the removal of all the soil. It was agreed to
gain some more quotes. PG suggested that we apply to CLC for funding but the PC would have to match any monies
received.

This
road has now been officially names as Muddleswood Road, following discussion with neighbouring
parishes.
3. Planning
(a)
Rushfield
Paddock - This has been passed by MSDC.
(b)
Glebe Cottage – erection of 2 x 2bed cottages and demolition of existing
garage – the Council had objected to this application. Those present were advised to send any letters of support or
otherwise direct to MSDC before Friday. LL wanted all present to be assured that they were welcome to view the
location of the proposed development.

(a) Gina Field
Advised us on the correct protocol
for objecting to planning applications and planning procedures. She
is to forward a training document to the Clerk. When this is
received she will circulate to members.
(b) Flooding at Forge
Garage
HW
said that the drain at Forge Garage, under the road, is blocked causing the rain water not to drain away
properly. The road was very silted today due to very heavy
rainfall. The Clerk will contact WS Highways re
this.
(c) Footpath sign
It was
suggested that the Clerk ask SDCB if the Footpath sign on Cora’s Walk opposite Forge Garage could be moved to
make it safer and more visible. It might be best sited by the
trough on Forge Garage Forecourt.
(d) Parking charges at Devils
Dyke
MJ
raised these charges as being very expensive if you wanted to take your dog for a quick walk as there is only an
ALL DAY charge. It was agreed that it was not practical to suggest
this to National Trust as it is not manageable.
(e) Stile
MJ
reported that the stile near the pond in Mill Lane was broken. The
Clerk will contact SDCB re this.
(f) Bridleway
Lewis
reported that the Bridleway sign for the bridleway below Fox Ash has been knocked down. He has it safely. Contact the
SDCB to re-site it.
(g) Cemetery
Iona
reported that flowers had been stolen from a grave in the cemetery, please be vigilant. ML to arrange for the debris / cutting by the gate to be
removed.
(h) Neighbourhood Watch
Following an alarm going off and no
one reacting it was reaffirmed that if anyone hears an alarm they should call the police to report
it. There is no neighbourhood watch in the village at
present. Anyone interested should contact the
police.
6.
Date of next meeting.
This
has been changed to Tues 8th September at 7.00pm.
