Minutes of the meeting of Poynings Parish Council held in the Village Hall on Tuesday 8th January 2008

Five members of the public attended

 

1.     Minutes

The Minutes of the previous meeting, as circulated, were approved and duly signed by the Chairman.

 

2.     Matters Arising

(a)     Rural Issues Workshop

A follow up meeting has been planned for the 29th January with members from MSDC.  It was decided that a further meeting of the Council was required before the meeting with MSDC to discuss the Housing Needs Survey.

 

(b)    Mill Court

Following a letter to The Post Office regarding the problems residents of Mill Court have with their post, it has been confirmed that Mill Court’s address has been changed to Mill Court. Poynings Road, rather than Mill Court, Mill Close.  The residents were canvassed on this and hopefully this will ease the delivery problems.

 

3.     Planning Applications

(a)     2 Park Farm Cottages – extension to rear and side of dwelling – this has been refused by MSDC

(b)    Land at Honeywell Farm – installation of sand school – passed by MSDC

 

4.     Precept for 2008/9

The Clerk had circulated the following figures relating to this current years expenditure and income together with the projected income and expenditure for 2008/9.  As our expenditure is greater than our income in the region of £1200 it was agreed that an increase of 10% should be requested for our precept.  This will be an increase of approx £290 = concurrent (for churchyard maintenance).  This was proposed by SM and seconded by MJ.

 

5.     Expenditure

The following amounts were authorised for the period November and December 2007.

      6.11.07   N Cutress ¼ salary (July – Sept)                   200.00

      6.11.07   Simon Zec – June, July, Aug & September   951.25

      28.11.07 Sheila Marshall – Parish Plan expenses         104.80

                                                                 TOTAL             1256.05

There was no income for this period.

 

6.      Any Other Business

(a)     Old Folks Christmas Party.

Another enjoyable and successful evening was held in the Royal Oak.  Congratulations to Tara and her band of willing helpers and supporters.  The Parish Council made its usual contribution of £300 towards the cost of the evening.

 

(b)    Peter Griffiths congratulated us on the use of the Highway Rangers and encouraged us to continue to use them.  They are under utilised and are in danger of being withdrawn.  The Clerk will continue to ask them to do various clearance jobs around the village.

 

(c) Speed Limit

PG asked how we were finding the new speed limit.  We advised that the signs haven’t been erected yet – he will chase on our behalf.

 

(c)     Christopher Maidment said that it was imperative that the Council respond to the Core Strategy.  The Council will meet to discuss this further.

 

(d)    CM said there was a proposed meeting to meet up with planning officer at MSDC.  Recommended that the Parish Council send representation.

 

(e)     MJ asked if the causeway by the bottom kissing gate could be cleared again as it has silted up again.  The Clerk will ask the Highway Rangers to do this.

 

(f)     Bus Passes

Free bus travel will be available to all bus pass holders from 1st April.  New bus passes will last for three years rather than the current one year.  More information will be put in the newsletter.  It was agreed that the Council would continue to offer a subsidy for Rail passes.

 

7.      Date of Next Meeting

The next meeting of the Parish Council will be on Tuesday 4th March at 7pm.  All welcome!
